category IIcoding

When our doctors see a patient with more than four dx's can they use the category II codes to "add" more codes to send to the insurance companies. eg: the 2010F code? So for example 99213: 496,585.3,780.52,462,,,and 2010F: 401.1,278.00etc. Thanks
