Allergy shots

I have a practice that is coding 95115 and 95117 together. I see that it has an NCCI edit with "0" which indicates that it cannot be bypassed with a modifier. In the past, the practice was being reimbursed for both services when billed together, but now they are not. Has any one run into this. It looks to me like they should not be billed together as 95115 is for a single injection and 95117 is for 2 or more.
