fracture treatment

If a pt is seen in the ER, has a hip fx. Phy reviews precautions of non weight bearing, phyisical therapy, etc; and has the pt return the office in 3 weeks for follow up. He does NOT state in his ER note, non operative care, or non-surgerical care, but did detail out the care. Can this be billed as closed treatment? I know the closed treatment code would kick in 90 day global, but that is not question.... Just need to have clarification as to whether exact words of: non-surgerical or non-operative care must be included within note.

Any assistance is appreciated.

It sounds as if the physician provided treatment for a closed fracture, without manipulation.

It is obvious that it wasn't surgical... not sure what you are asking.
