ICD-10-CM Diabetes question.

I was using you ICD-9 to ICD-10 translator at the AAPC website and I found that 250.02 (DM type 2 stated as uncontrolled), translates to E11.65 (Type 2 diabetes mellitus with hyperglycemia). If the medical record states "uncontrolled diabetes" , should not code E11.9 (Type 2 diabetes mellitus without complications) be assigned? . The medical record does not mention hyperglycemia. Thanks
