J code billing for eye procedures

I recently started in a position as a Medical Biller for a medical group that does eye procedures.

There are several J codes that are utilized for these procedures (J9035, J3590).

The payers will pay for one, but the other J code for the other eye is usually denied.

Please assist me to understand how I can get these codes refiled (do I need to added a modifier 79 or 80?) and reimbursed.

The name of the drug is indciated in box 19 of the 1500 form.
