Typically the EOB will state if the patient is responsible or if you are obligated to remove charge by contractual agreement.

The EOB states "services are provided for you and your spouse. You have no benefits for his service when another family member is the patient. The member is liable for payment". This is the parents policy and they provided their ins to bill for their daughter's service.

The message clearly states that the balance can be billed to patient/subscriber.

re: NON COVERED SERVICES

The person receiving services, the patient, is responsible as long as they are at least 18 yrs old. It doesn't matter that it's the parent's policy. I believe this is what you were asking.
