Billing CPT® Code 49320 with 49505

Can the laparoscopic procedure 49320 be billed when a physician does a bilateral inguinal hernia repair? My physicians seems to think we can. I feel it is appropriate to bill 49320 if they only repair one hernia. Appreciate any opinions on this. Thanks.
