Need codes: for neurosurgeon and eye surgeon

Patient has a right frontal bone superior orbial fracture. Our neurosurgeon did the approach and closure. The eye surgeon did the reduction and screws/wires (internal). Neurosurgeon incised skin (vasularized flap). The eye surgeon suggested 21435, but we feel it should be 21406 or 21407. Still need the open and closure codes. Any help appreciated.

I think 21407 would be fine
