Bill and coding New Patients

If I have a family practice physician and a pediatirc physician in my group and the pediatrician is covering for the family doctor while he is out on vacation. The pedicatrician saw on of his patients (6 years old) for the first time this week. Can we bill as a new patient since it is going from one specialty to another even if it is in the same group?

If covering for other physician, even different specialty, and family practitioner has seen within 3 years, it is established.
