Dx new or estab time frame

What is the time frame of dx 461.9 to be considered new or estab. We had dx 461.9 and then seven months later dx 461.9 is that considered estab dx.

I coded it as new dx.

The diagnosis codes have no impact on whether a patient is new or established. A new patient has not been seen by provider (or same specialty/same practice) or has not been seen within 3 years. An established patient (99211-99215) has been seen by same provider of same specialty/same practice provider within 3 years.
