We billed Medicare with 96372 and J3301 and it was rejected. They want a better diagnosis code than the J3301.

Kenalog is used for conditions such as Allergic disorders, arthritis, blood diseases, breathing problems.... etc. You need a diagnosis code that supports such conditions. Your CPT® codes are correct. What icd-9 code did you use?
