95075 Ingestion Challenge

I have the LCD from Noridian Medicare on 95075. Patient suspected Penicillin Allergy. It was confirmed with the Ingestion Challenge. My problem is the LCD from Medicare states Allergy to medicinal Agents IS covered, V15.09, but that is a Secondary diagnosis ONLY. Even the Personal history of Penicillin allergy V14.0 is a secondary diagnosis only. What would I use for a primary diagnosis? Symptoms?
Any suggestions would be greatly appreciated!

Why is it a secondary diagnosis? We learn a V code should not be a primary diagnosis but that does not mean it can't be...

The ICD-9 book has the indicator by BOTH V codes, stating Secondary diagnosis only. That is what confused me, when the LCD states specifically that those codes are covered. I just have to use them secondary.... so what in the world do I use Primary?
