observation patient going to surgery

When a patient presents to the ER and then is placed in observation and after further testing is taken to cath lab the following day can i charge out drug administration for the the time up until the patient goes to surgery?

You can charge injections and infusions in the ER since pt didn't go to cathlab until next day for further procedures. If pt went to cathlab on same DOS as ER, you cant chg I&I codes. I am a facility coder.
