What happens to providers who do not write prescriptions? Will they be subject to the penalty reduction in payments?
yep,
starting in 2012 it is a 1% reduction in Medicare reimbursement, 1.5% in 2013 and 2% after that
E Rx penalty
During the first six months of 2011, a physician must e-prescribe at least ten times, and report using code G8553, on a claims or registry basis, or claims in 2012 will be reduced by 1%.

Exemption Codes
In 2011, if the providers report the exemption codes, do they receive the 1% incentive payment anyway? If they do not, and there is no penalty in 2011, what's the point of reporting the exemption codes this year?
