joint aspiration followed by joint injection same visit

Can knee aspiration followed by a knee injection be coded separately (modifier on a second code?) to reflect both procedures? Aspirate was sent to lab. Same joint then injected for arthritic condition. The initial evaluation was for knee pain (painful and swollen joint) for E/M -- planning to use 25 modifier on E/M-- 20610 for aspiration of effusion; must the joint injection procedure for the arthritis be considered part of the 20610 with the aspiration? Also planning to use the J code and S codes for the medications injected. Your thoughts are appreciated.

I would not

I would not charge for the injection and the aspiration, just the aspiration and the med used. I leave the needle in place and change the syringe after aspiration so it is not a second procedure, in my simple mind.
