newborn two day office visit

Our pediatric practice is divided on the correct way to bill for this visit. Some are calling it a well child check and the others are using 99213 and 99214. All are using jaundice and weight related diagnosis codes. Is there documentation somewhere that addresses the correct way to bill for this service?

When I read the notes for those visits, I don't think they are "age/gender appropriate histories and exams" with risk factor reduction, anticipatory guidance, etc. I think they are E/M services, at whatever level is medically necessary and documented, with a diagnosis.

My opinion--I don't have a citation.
