Emergency Dept & Admission H&P

If a patient presents to the ED and is admitted by a different physician can we bill for both the ED professional fee and the Admitting Doc's Admission History & Physical on the same day. Does it require a modifier?

Who are you billing for? The primary care doc? If so, you can only bill one service per day for the group.
