Ventilation Management in the global period

If a patient has surgery and has unexpected issues come up such as respiratory failure and the patient is put on a ventilator.

Can the operating surgeon bill separately for the initial 94002 and/or subsequent 94003?

I was once told they could bill for this with the 79 modifier? OR

Is it considered part of the global package.
