Billing during global period

My doctor saw a patient for a retained staple (another surgeon did the surgery). Can we bill an e&m and do we use a modifier?

I say maybe

if the appt was "remove staple" then no. If for pain or bump then yes. Was the surgeon in your group? that changes things too.
