Annual Wellness Visits

When the elements set by Medicare for Annual Wellness Visits (AWV) are not met to bill for HCPCS codes of G0438, can I bill it as a subsequent visit with code G0439?

Likewise, if the elements are not met for subsequent AWV for HCPES code- G0439, can I bill it as Office follow-up care with CPT® code (99212 to 99215) as appropriate?

Please advise.
