hospital admits

I see in terms of number of visits, I notice there are always many more 99233 than 99232. Is there a general impression that if a patient is sick enough to warrant hospitalization that it should be level 3?

it is just that doctors think that if a patient is sick enough to be in the hospital that they deserve to bill for a level 3 and that no one will catch them if they are wrong.
