Billing denied

The service was given a V58.69 for diagnosis with CPT® codes of 85610, 36416. The message was: Principle diagnosis was inappropriately coded.
Should not the dx be 286.7 with E850.1 and E850.2? If so does the V58.69 need to codes at all?

We bill the disease first then V58.61 (not v58.69 for warfarin).
