Physician Assistnts

Our Physicians are using Physicains Assistants in place of a quilifying resident because there was none available at time of service. We are adding a 82 modifier on both the primary physician and the PA's claim ex:we billed a 49505/50 & 54640 both primary and PA the insurance will pay the primary but they are deniying the PA's. Our facility is a teaching enviroment and a PA's can be used, when we appeal it is added as part of our documentation so my question what do we need to do.

We use modifier "as" for the pa's claim

In NJ for Medicare patients we have to use 82-AS for all other carriers just AS.
