Coding from Emergency Room Documentation

I came from an outside hospital to a federal hospital. I previously coded from the ER record when a patient was admitted to the hospital for chronic conditions. Now they are questioning coding chronic conditions from the ER record. Isn't the ER record considered part of the inpatient visit?

yes it is

I suppose you could argue that the ED docs do not have privileges to care for patients in the hospital (although they do run codes and respond to emergencies) so their documentation does not count but something is wrong if the ED docs are documenting conditions that the attending and specialists omit!
