V codes

Is it appropriate to use a V code as the first dx code on a claim?

if that was the primary reason for the visit. I bill lots of V70.0, V72.31, etc

If you look in the tabular of the ICD-9 book several V codes have notations next to them signifying they are primary diagnosis codes.
