billing for dr. visits in SFN

One of my doctors just stopped in and asked about billing for his visits when a pt is in a part A bed in a SNF. His question is, can he bill for a visit when the pt is in a part A bed when they do not have part B or a secondary ins coverage. In other words, they are just here for 20 days d/t not having a co-pay. Can he bill for the visit and get paid for it?

OF course he can bill and should bill. Whether he will get paid is a separate issue. If he provides a service, the patient should pay for it. If they elected not to have part B, then they are responsible.
