bill under ordering physician or physican who read the results?

For Medicare patients having labs done, do we bill the venipuncture under the provider who ordered the test, or the one who read the results and gave instructions to the patient? It isn't always the same provider. Sometimes the one who ordered the labs is out of the office when the patient has their labs drawn or when the results come back to review.
