Family Consultation

We are a Family Practice office. Doctor had a consultation with a family (patient not present) regarding hospice care for their Medicare mother. What procedure code do we use to bill the visit? My biller states that we can not bill this to Medicare unless the patient was at the visit. Is this correct?
