charging for a discharge

does anyone know the rules on charging a 99238 (discharge). Does the Dr have to be the one that admitted the patient or can an on call Dr discharge the pt and charge for it

The on-call bills.

Only the doc who actually did the discharge can bill for it. in a related area, if a patient dies, only the doctor who declares the patient dead can bill the discharge code

also, occasionally I am called for a pt discharge while on call when the admitting has already seen them (baby going home, etc.) If I have to go see the pt, I submit a 99238. Otherwise, I give a phone discharge order and call it a day.
