Need place of service

HELLO, My provider is Obstetrics & Gynecology. Observation (99218) and admit (99223). Can we bill above both procedures with 23 place of sevices ? can anyone help me to find out a solution.

hospital outpatient for the Obs 99218 , hospital Inpatient for the admit 99223.

99218-22 place of service (99218 is an observation code)
99223-21 place of service (99223 is level 3 admit code)
Observation codes are billed with place of service 22 (out patient)
admit codes are always billed with place of service 21(in patient)
In shah we bill like this only
