Admit/discharge same day

If a provider did a admit and discharge on the same calendar date and coded it as a 99217 when it should of been 99234-99236 and documentation does not support codes 99234-99236 because there was no exam and no ROS, do you bump it to a subsequent care visit?

I wouldn't beable to use the lowest level (99234) because this code requires three of the three key componets. The documentation does not support this. Since the pt was not admitted wouldn't you use E/M codes of 99212-99214?
