Proper coding for Tobacco Cessation Counseling

A patient was seen in our office for intrinsic asthma with exacerbation, 493.12. The doctor counseled her about tobacco use, 99406 w/305.1 ICD9. I appended a 25 modifier to the EM 99213. The claim was denied as bundling. I found that the tobacco use counseling is listed with an "A" on the "USPSTF A and B Recommendations for Preventive Services" list. So I know that I need to use the 33 modifier on the tobacco CPT® code. My question is, do I need the 25 modifier on the 99213 or not? I guess I'm asking what is the best way to code this claim? thank you:)
