adacel and new patient

If I see a new patient who wants to transfer care to my practice, and when he completes his complete medical histroy form has no medical hisotry or complaints (29 year old active healthy) but he wants adacel vaccine since wife just had baby, can I still bill an e/m enocunter along with vacine since I did spend significant time reviewing his full history as well as talk about stress of father hood.

Of course you can!
That is a preventive health visit; there are no set requirements for what must be included- if you use the USPSTF recommendations, only a weight and BP are needed fro the exam and I am sure you did that. Talk about exercise, diet, seat belts, guns (except in Florida), helmets, and you are ok to bill 99385 V70.0 for the exam.
