Site of Service - payment reduction

Can you explain the site of service payment reduction? The place of service as I understand, should rendered whether a code is reimbursed at the NF RVU or a F RVU...What type of payment does a Place of service 20- Urgent Care generate?

A free standing urgent Care Center is a non-facility setting. The urgent care center should not be subject to site of service fee reduction.
However, this is not the case if the center is owned and operated by a hospital. It is then considered another outpatient arm of the institution (facility). Medicare has two fee schedules: one for physician services performed in a “non-facility,” and one for services performed in a “facility.”

the difference is the expenses incurred by the provider. If I see a patient in the office, I pay rent, staff, supplies. If I work in an Urgent care that charges a facility fee, I have no costs being there since the facility furnishes everything so I should get paid only for my cognitive services.
